Creation and Implementation of Animal Protection Legislature in Quebec

Quebec is Canada's leader for incubating and nurturing puppy mills, with at least 1800 known such operations.  House hold pets are used to reproduce offspring in the most horrifying conditions, without veterinary care, adequate food or water, or human affection.  Millions of animals are churned out yearly in dirty wire cages stacked on top of eachother where they are forsed to breed constantly without respite.  These condemned souls never even see the light of day, or know any mercy or kindness.  They are prisoners of greed in pits of hell that define the epitome of human cruelty.  I urge you to look deep within your hearts and souls and take the time to sign this petition, and to write letters and emails to the quebec government so that tougher legislature be passed and ENFORCED by the authorities to stop this disgusting carnage of animal cruelty.  Each one of you can make a difference, please take the time to help them.  They need you.

Au Canada, le Québec est actuellement la province qui contient le plus d’usine à chiots.  En effet, on en compte déjà 1800 et ce chiffre n’inclut pas celles qui sont clandestines ! Les animaux domestiques, qui y sont littéralement incarcérés, doivent produire des chiots sans arrêt et vivent dans des conditions horribles:  soins vétérinaires rares ou inexistants, nourriture et eau en quantité insuffisante, environnement hautement insalubre, odeurs pestilentielles, parasites, violence et absence totale de socialisation ou d’affection humaine.  En plus de ceci et par désir de faire plus d’argent, plusieurs usines à chiots n’ont aucun système adéquat de ventilation, de climatisation ou de chauffage, laissant des centaines d’animaux (souvent entassés les uns sur les autres dans des cages) souffrir de l’extrême chaleur et de l’extrême froid des hivers québécois.  Chaque année, des millions de chiots sont “produits” par ces pauvres bêtes forcés de se reproduirent sans arrêt dans des conditions inimaginables et, pour certains, sans jamais voir la lumière du jour.  Ces animaux sont prisonniers de l’avarice d’êtres humains cruels qui ont décidé de faire de l’argent sur leur dos et l’inaction des gouvernements est un cautionnement de ces actes de barbarie connus de tous ! 
Je vous demande donc, au nom des animaux, de signer cette pétition en toute conscience.  Je vous demande aussi d’écrire une/des lettre(s), un/des courriel(s) au gouvernement du Québec afin d’exiger des lois plus actuelles et plus sévères et afin d’exiger que ces lois soient APPLIQUÉES pour mettre fin à la torture quotidienne et inutile de milliers d’animaux.  Vous pouvez faire une différence, vous pouvez contribuer à faire disparaître les usines à chiots du Québec.  S’il vous plait, prenez quelques instants pour aider, du mieux que vous le pouvez, les animaux qui ont besoin de vous maintenant.  Merci de tout cœur. 
To The Honorable Yvon Vallieres,

I would like to draw your attention to an ongoing problem in our province, one that is a source of much pain and suffering for many helpless beings who desperately need your help, as well as those of us who are left behind to deal with the suffering that we can do nothing to stop.  The situation is as follows.

We are the leading province in all of Canada with the unbelievable number of operational puppy mills; at last count, there are over 1800 such known operations across Quebec.  Over the past year alone both national and local news has been plagued with reports of unspeakable cruelty to animals in our province, and I would like to ask you if this is the kind of image that you want to project about the Quebec that you represent?  It is an image of a society that is cruel, greedy and heartless…hardly a distinct society that most of us would be proud to be a part of.

I would like to point out that I was extremely insulted by the lackluster, generic response letter that I recently got from Ms
Julie Mac Murray, Political Attaché of the Premiere's Office.  To quote her, "In this respect, we believe it is important to mention that, since January 2005, the Division of the Act respecting the health, safety and welfare of animals (L.R.Q., c. P-42) referring to animals’ safety and welfare is in force. Accordingly, inspection of dogs’ and cats’ places of custody and breeding is feasible in Quebec through this law."  How much more ridiculous does this make us look considering that Quebec remains the leader in its incubation and nurturing of puppy mills?  How much more ridiculous does this make us look every time we lead the way in national news with animal cruelty cases and the fact that  no one is enforcing these laws?  How "feasible" exactly is it for authorities to "inspect dogs' and cats' places of custody and breeding" and if so, why is it not being done properly?
To further quote Ms Mac Murray, "The inspection mandate has been referred to the Association nationale pour le mieux-être des animaux (ANIMA-Québec). We invite you to communicate with this agency to report a doubtful case or to get more information (1 866 321-1771 or www.animaquebec.com)."  We all know about the existence of the famous ANIMA-Quebec, but they are never seen to be anywhere near when animal cruelty is found, including the latest husky case in St-Jean de Matha, or the Blainville puppy mill horror last year.  Where were they then?  The truth is, the entire animal welfare legislature has been thrown on the back burner, and is critically financially emaciated.  It is an outright disgrace for our society, and with all due respect, our politicians who won't give the time of day to tax payers like us who spend ourselves cleaning up the mess left behind by not only those who thrive on their cruelty and exploitation of animals, but those in power who do not take the necessary and due action to exercise the enforcement of legislature that would help eradicate such inhumane behaviour.
I have had enough, and I will take this matter further through media into public attention.  Believe me when I say there are many supporters for this just cause, and many of them voted for your office.  I challenge the honorable Jean Charest to meet with myself at his convenience to discuss a concrete plan of action that will solve this problem once and for all.  I challenge him to stop hiding behind his spokespersons and show himself as the caring human being that he wanted everyone to think he was when it was time to vote him into office.  I challenge him to make a difference, to make a promise, and stand by it.
Furthermore, as mentioned in my original letter to the Premiere, I am prepared to work along side him and help raise funds if necessary to help propel this legislature and its enforcement forward.  I am open to all your ideas and suggestions, and look forward to a speedy response from you.
