Post-delisting Monitoring _ These are the monitoring rules under section 4g of the Endangered Species Act.

As additional insurance to protect species that might have been delisted prematurely, the ESA requires that delisted species be monitored for at least five years. If monitoring indicates that the delisting was premature, the USFWS can relist the species, even on an emergency basis, to protect the species under the ESA. Emergency listings can be completed in a matter of weeks and take effect as soon as the relisting notice appears in the Federal Register. They provide full, but short-term, protection by the ESA while the USFWS determines if relisting is needed. We feel an emergency relisting of the Gray Wolf of Idaho and Montana is needed for a FULL review can be conducted by the UNITED STATES FISH AND WILDLIFE and the DEPT. of the INTERIOR to get an actual count of how many wolves are still in each state.
According to reports submitted by Idaho's Fish and Game over the last three years the number of wolves alive at the end of 2011 to 2013's report that the population of wolves have remained basically the same even though a total of 1185 wolf mortality's have been reported over the same period. The numbers are to disproportionate from the total alive and the total of mortality's at the end of 2011, 2012 and 2013.
We feel that the monitoring progress should be reviewed by the Federal Government with boots on the ground.
