Save Downpayment Assistance Programs

Since 1997, downpayment assistance (DPA) programs have helped more than 1 million families become homeowners. But the Housing and Economic Recovery Act of 2008 eliminated these programs when President Bush signed it into law on July 30, 2008.

While that housing bill was intended to "rescue" the housing industry, the elimination of the DPA program will have the exact opposite effect. Not only did it eliminate DPA programs, it also instituted a downpayment requirement increase from 3 percent to 3.5 percent. This combination is a recipe for disaster and will further hurt the already crippled housing market.

Fortunately, Congress has worked to remedy the problem. The FHA Seller-Financed Downpayment Reform and Risk-Based Pricing Authorization Act of 2008 (H.R. 6694) would allow downpayment assistance programs to continue, help families who are credit-worthy, protect the already fragile economy, improve the current housing market and save jobs.

I am writing to urge your support for H.R. 6694, the FHA Seller-Financed Downpayment Reform and Risk-Based Pricing Authorization Act of 2008. This new legislation will reform and save downpayment assistance for hundreds of thousands of homebuyers each year.

The Housing and Economic Recovery Act of 2008 eliminated downpayment assistance (DPA) programs for families who are credit-worthy, but lack the savings necessary to fulfill their homeownership goals, protect the already fragile economy, improve the current housing market and save jobs.

Down payment assistance programs are how most Americans are able to purchase their homes. Most families cannot save the type of money that is needed to make a down payment on a home, especially when the economy is like it is now. People are complaining that the housing market is in a rut and this is one of the few things that could help bring it back out.

Wow something that would help drive home sales and the economy and those in Washington kill it off. No point in candy coating it what a stupid move during these tough times. I support the use of down payment assistance programs. I have assisted over 100 families obtain home-ownership with this program. My clients met all of the requirements that have been set forth by HUD. They were all credit worthy, had stable jobs and paid their rent on time. DPAs allow for people to "swap" their rent payment for a mortgage payment. Which to me is beneficial for everyone. In these times current rents are just as high if not higher than what a mortgage payment would be. The condition of this current market has made every lender put a strangle hold on borrowers who so desparately want a home. There are so many changes that it is hard to keep up with them. The one constant is knowing that we can still follow all of the guidelines set forth by FHA and allow people to buy their own home using the Down Payment Assistantance Programs. KEEP THE DPAs
