Councity to amend ordance Ord. No. 24-1973 Capter 238-23 setting aside areas for RV use at the afore mentions site. Use should be for no more than a consecutive 48 hours and require a $25.00 yearly fee per annum.

For many years members of the community ( predominantly black but not exclusively) have been gathering at the sites commonly known as the Seawall & Captain Starns area of the Inlet section of Atlantic City. These gathering or 200 - 600 people have remained free of any violence or any other crimes. All have been welcomed (residents and visitors to the city) and enjoyed a good time. recently a new comer to the resort started calling the police to break up the gathering and stop the RVs and campers from parking in the area.
As a result of the complaints the police have been forced to attempt to enforce an old and never used (ordinance #24 article II of 1973) to respond to one citizen against hundreds of others. The result has been to create a tention between the police and the community that did not exist before.

The under signed petitioners request that under the authority given to City Council via Ord. No. 24-1973 Article II Chapter 238-23. The City Council may hereafter establish by resolution particular areas within the City of Atlantic City where unoccupied, or in certain instances occupied, campers may be parked on grounds particularly set apart for the parking of campers.
