Instruct Office for Victims of Crime To Offer Assistance To All Stalking Victims

Currently, only stalking victims who report a single stalker are offered any assistance by the Justice department's Ofice for Victims of Crime (OVC)

Stalking victims who report multiple stalkers are not offered any assistance at all, despite the fact that they too are victims.
