Save Nosey the Elephant from HUGO LIEBEL, owner of the Great American Family Circus (Liebling Brothe

Nosey, born wild in Zimbamwe, transported to USA as a baby, entred the circus life. Liebel Family Circus (aka Florida State Family Circus, Great American Family Circus, Liebling Bros. Circus, or Liebling Bros. Family Circus),  operated by Hugo Tomi Liebel (aka Tommy Liebel, Hugh Blum, or Hugo Bloom), has repeatedly failed to meet minimal federal standards for the care of animals used in exhibition as established in the Animal Welfare Act (AWA).

In addition to the above, Hugo Liebel is keeping and endangered species, as he is keeping Nosey in his circus.

Nosey is "owned" by Hugo Liebel, a circus owner, and has been neglected her whole life, beaten and abused, no veterinarian chekcs, no medication to her ailments. She is a very depressed and sick and one lonely elephant. She lives in cramped quaters, not fit for an animals such as Nosey.

The USDA's consent decision orders Liebel to stop violating the AWA and to pay a civil penalty of $7,500. While it's encouraging to see Liebel called to account for causing so much suffering, the fine is vastly inadequate in light of the severity of his abuse and negligence. (Liebel faced a maximum penalty of $330,000 as well as possible license revocation.)

More critically, it leaves Nosey the elephant and other animals—as well as the public—in danger from his well-documented recklessness and disregard of even minimal welfare guidelines.

One of the best ways to help Nosey at this point is to consider writing a letter to the editor to your local paper. It's easy, and a great way to educate lots of people in your area about Nosey and animals in circuses. If you need help, please let us know. March 18, 2013: In a settlement agreement reached  with the USDA arising from the 33 formal charges filed against it in 2011, Liebel was assessed a civil penalty of $7,500 and ordered to stop violating the AWA. (See December 9, 2011.)


December 11, 2012: The USDA cited Liebel for failure to have an appropriate environmental 
enrichment plan for a spider monkey who had been  iving by himself since his companion died in mid -July.

February 9, 2012: After learning from PETA that Liebel had been charged with numerous and serious violations of federal law, Washington and Lee University canceled the appearance of Nosey, an ailing elephant forced to perform for the circus, at the school’s mock political convention.

What need to happen now? We can only hope that the animal law office of Adan P. Carp would take Nosey as a client and help her to be located to a rehabilitation facility and to have treatment for all her ailments (skin, TB etc.) and given company and mental stimuli and a proper pool and enough mud to roll to protect her delicate skin.

We need to get Nosey out of that horrid zoo, and the more signatures we get, the better.for Nosey's sake, please, sign the petition.

Please take the matter of Nosey's welfare to heart and help her by  any legal means what so ever to be removed from the Liebel circus. She needs:



1. Veterinarian assesmenta and proper medical care



2. Rehabillitation



3. Retirement place or a sanctuary to live her life happily till the end.



What we are asking, is not much, but for Nosey it is her whole life. She has no idea what it is to be an elephant. She has no stimuli in her "paddock", she has no means of having a bath and roll in the mud, as elephants do. Mud protects elephant's from paracites and the fierce sun. She has been denied all these for her whole life. She has suffered in the hand of Hugo Liebel, she has been beaten and abuses, and we want to see justice done to Nosey.



We know that she may be someone's "property", but at this time all endangered species should be taken away from any circus or zoo, that does not treat the according to the laws and Acts.Mr. Hugo Liebel has been braking the Animal Welfare Act repeatedly, and has only been made pay fines, when he should have been required to submit Nosey into the care of the authorities.



Her ongoing abuse and bad living conditions may have caused permanent mental damage on Nosey, and that is why she needs rehabilitation of the best kind, and she deserves only the best.
