To bring awareness of the need for foster homes and rescue organizations. To ease the over population in shelters, and eliminate the need for unnecessary euthanasia.

Reeve Richard Kidd and Council. The curent by-law, 96-06 section 14.(a), does not allow for, or recognise foster homes. The by-law needs to be changed to allow these otherwise homeless dogs, a temorary loving home until they can be permanately adopted.
