Noah's Law~Childcare providers CPS records should become public

Noah's Law ~ Make Childcare Providers CPS Records Public, the intentions of this law would be to provide parents or guardians a record to indicate whether CPS has ever been involved with a child care provider, and if so, how many instances, as well as the outcome.
Noah, a 7-month old child, had his life cut short in a very tragic way when he was fatally injured by his childcare provider. She struck him on the back of the head and he died as a result of the brain trauma. The woman was charged and later sentenced to 3-6 years in state prison, such a short time for a young life cut so short.
Since the sentencing, the family has learned of several other prior instances that reportedly went before CPS and the police, indicating child abuse had occurred to other children while in this same woman's care. These children reportedly had received medical treatment, as a result of their injuries and, by law, these charges had been reported to CPS. This information went unfounded, nothing was ever done and the provider still had her license and continued to be recommended by a state agency to care for other children until the unfortunate death of little Noah.
By establishing Noah's law, the intent would be to provide parents or guardians a record to indicate whether CPS has ever been involved with a child care provider, and if so, how many instances, as well as the outcome.
Additionally, if CPS has been involved and/or received reported more than 3 times on separate occasions, we believe the daycare needs to be evaluated by higher authorities and perhaps have their license revoked.
Please help to make "Noah's law" to have CPS reports involving both day care and child-care providers become public records.
