Crack Down on Puppy Mills in California

Puppy mills are inhumane commercial enterprises that breed dogs as often as possible without providing adequate veterinary care, food, water and socialization.

Assemblyman Pedro Nava recently introduced a bill to crack down on puppy mills in California. Called the Responsible Breeder Act of 2009, the new legislation would prevent the inherent cruelty associated with mass breeding of dogs.

Specifically, the bill would limit the number of intact -- not spayed or neutered -- dogs or cats a breeder can maintain to 50 animals, while creating exceptions for shelters, veterinary facilities and the like. The bill is patterned on legislation passed last year in Virginia, also with a cap of 50, and Louisiana, which imposes a 75-animal limit.

The ASPCA, Humane Society of the United States and Social Compassion in Legislation are working together to pass this legislation. Let's add our help to move California to the list of states that protect dogs in puppy mills and encourage responsible breeding practices -- please act today.

Puppy mills are inhumane commercial enterprises that breed dogs as often as possible without providing adequate shelter and care, which is why I ask you to support AB 241, The Responsible Breeder Act of 2009. This bill would strengthen puppy mill regulations by limiting the number of dogs a breeder may own and thus increase the likelihood that they are treated in a humane manner.

The U.S. Department of Agriculture is responsible for licensing and inspecting puppy mills and California law requires basic humane standards. However, there are no state laws that limit the size of the breeding facilities. Puppy mills can range in size from a dozen dogs to thousands of dogs, often confined and stacked in wire cages without exercise, or any type of socialization.

The Responsible Breeder Act of 2009 will prevent the inherent cruelty associated with mass breeding, limit the number of intact dogs a breeder can maintain to 50 animals and help curb pet overpopulation. Similar legislation limiting the number of intact dogs in puppy mills was passed in 2008 in Louisiana and Virginia.

These dogs should have the chance to be loved...not penned up to be used to give birth to puppies that may not be adopted or purchased to begin with.....there are way too many dogs who need a chance for a home....go to the humane societies and adopt...or to the rescue ...we have a beautiful Alaskan Malimute who we got from a rescue...she is the best dog we have ever had...the sweetest dog we ever had...I'll never forget the day we had our Siberian Huskey pick her out....She was chained up to a post with a rope just long enough for her to either sat down or lay down....We will never go, have never gone to a pet store to get an animal...too many diseases in the pet stores.....

I don't know whether or not Nikki, the eleven year old Bichon who came into my life two years ago, was or was not born in a puppy mill. I do know that she has special needs that have incurred costs greater than $20,000. Her Pancreatitis that developed into Diabetes resulted in blindness secondary to cataracts. Her sight was restored because there's an eye specialist in our area. Although insulin injections are required twice daily, keeping glucose levels in line are quite the challenge. Other than that she lives the life of a Diva. We're BFFs (best friends forever) and while I cannot document her history, I question the quality of life, to say nothing of life's longeity, for any pet born in a puppy mill. Such a start is unfair to the pet as well as to the adopting family.

I have a personal experience dealing with a puppy mill. I purchased a pug from a puppy mill several years ago. At the time, I had no idea what a puppy mill was. Now I do know and all of them should be shut down and heavily fined. My puppy didn't live to see his first birthday thanks to the inbreeding that all puppy mills encourages. He had a congenital defect due to improper breeding. Nobody should have to experience the devastation of a tragic loss because some jerk wants to make a quick buck. That broke my heart. Please help stop the insanity, cruelty and carlessness of puppy mills.

I unknowingly purchased a puppy that came from a puppy mill. 14 days and $2,500.00 in vet bills later, (not including the purchase price of the puppy of $800.00) and the mental pain and suffering of watching a beautiful little animal that didn't even have a chance at life have to be put to sleep was a life long lesson for me. Our puppy had kennel cough and all the terrible things puppies get when they are not properly taken care. Puppy mills should be outlawed in all states of the United States. They are inhumane and they should never be allowed.
