The uk government department of Health and national population statistics, NHS england needs with the Theresa May needs to have new Voluntary Family planning populatio reduction national policy for 25 million population target amongst people in family groups  by means of educating young people and family units and sex education to make people more awareness of contraceptive methods and putting money into NHS family planning clinics in every town heavily populated city like london, manchester, leeds, ect., The other idea would be to educate people the environmental effect of having more the one child on infrastructure and land use within country. Pay a bond to people to have to have a fixed one to child were possible due to economic state benefits and health provide, school provision and having new target to have new lowering urban density with lower population town or city af area.. reduce poverty and encourage people from to marry late with focus on career with government womens career and men. reduce infant mortality
