On July 18, 2014, Addie, a sweet dog rescued four years ago from the Sullivan County Animal Shelter, was a victim of sexual abuse that left her with a 50/50 chance of survival and required surgery at the University of Tennessee in Knoxville. The Sullivan County, TN, Sherrif's Office was instrumental in apprehending and extraditing to Virginia James Michael Foran, the registered sex offender that raped Addie.

On July 18, 2014, a rescue dog in Bristol, VA, was raped by a handyman, James Michael Foran, employed by her owners. I would like to recognize your department’s role in apprehending Foran and extraditing him to the Commonwealth of Virginia to live behind bars in the Abingdon Regional Jail; you have helped save countless children and innocent animals from a similar fate.


It doesn’t take an animal lover to recognize that a person so sick he desires another species or a child for sexual pleasure is a misfit in our society; James Foran is an abuser of convenience who will target any easy victim, whether animal or infant. Thank you for removing him from our streets.
