'Snowdonia Animal Sanctuary' says make the licensing of breeding dogs and neutering/spaying of unlicensed dogs law

Every year Rescues all over the UK are inundated with the results of 'Greed based, over breeding. After all, 2 litters a year, with 7 puppies at £350 each, pays for the family holiday, or a good Christmas. On top of the weekly wage or benefits. Quite a nice little earner,don't you think?
7 puppies could very soon be over a 100 puppies, how many do you think will end up in a rescue centre or worse?
According to R.S.P.C.A stats in 2014, the UK had an estimated 9 million dogs. In 2013 the Dog's Trust revealed that councils across the UK destroyed more than 7,000 unwanted dogs. In the UK there is an estimated 130,000 dogs abandoned every year and rising. Approx one, adoptable,healthy dog or puppy every hour, 24 hours a day, 7 days a week is put to sleep, simply, because theres no where for them to go.
We need to make breeders more responsible for the puppies they produce make them responsable for micro-chipping their own puppies and registering them to the puppies first owner , maybe if, when Mr Jones goes to buy one of Mr Smiths £350 puppies, Before Mr jones can take his puppy home, Mr Smith phones the vet Mr jones says he will be using, he registers the puppy giving Mr jones' details, and the puppie's micro chip number, he also pays half of the neutering,spaying fee. They both sign the 'new owner' document and each have a copy. Mr Jones can then take his puppy home. In the meantime the vets enter the dogs chip number and other info onto the nationwide database, that way when the dog's chip is scanned and the number entered into the database, the dog's background will be there for vets,rescues and wardens to see. There are too many unregistered chips, most paid for by government funded schemes, money wasted.
If Mr jones has not booked the puppy in for spaying, neutering by the time the puppy is 8 months old, the vets contact Mr Jones, if after 3 attempts at contact he has not responded, the vets pass his details onto the dog warden, R.S.P.C.A or even approved volunteers who can visit Mr Jones and if need be issue an enforcement notice or take the dog to be neutered or spayed at Mr Jones cost. If Mr Jones has passed the dog on without filling in a change of ownership form, then the dogs details can be updated on the database. When a dog changes vets, his file should move with him. Whilst sadly there will still be dogs that get under the radar, it would certainly weed out a lot of the back street breeders and 'accidental' matings.
We are supposed to be a nation of animl lovers, Please sign and share our petition and lets make it harder to breed and reduce the number of unwanted puppies and dogs by making spaying and neutering of unlicensed dogs law. Farmers have to fill in forms for everything regarding their stock, breeders are farmers, despite what they say, give them the same responsbility, at the minute they get away far to easily.
