We support efforts to revise Romania's ill-advised "child welfare" legislation. This legislation, which was passed in June 2004, not only bans international adoption and severely limits domestic adoption but also limits private charitable relief work among abandoned children. Before the law banning international adoption was passed, 1,092 families were in the process of adopting children. These cases were legally filed, criteria & guidelines met & yet these children have been refused the right to join their permanent families.
