In the two decades since its outbreak, HIV/AIDS has infected more than 40 million people, and AIDS has caused the deaths of more than 20 million people. The pandemic has shattered lives and left families destitute. More than 14 million children have been orphaned by HIV/AIDS, and that number is expected to more than triple by 2010.
Today, more than 95 percent of the estimated 40 million people infected with HIV/AIDS live in the developing world.
We must fund programs that will treat those affected by HIV/AIDS and prevent additional people from becoming infected.

Thank you for your leadership in the fight against the global HIV/AIDS pandemic, specifically the Global AIDS Bill that seeks $15 billion over the next five years to fight this deadly disease. While I am pleased that $2.4 billion has been allocated for the program's first year, I am concerned that the initiative was not fully funded at $3 billion.
I urge you to continue to work for full funding of the Global AIDS Bill, by taking the necessary action to stop the spread of AIDS.

I would like to affirm the importance of fully funding this initiative at a time when 40 million people worldwide are infected with HIV/AIDS, an epidemic that killed more than 3 million people in 2003 alone.
I support efforts to combat the destructive effects this disease is having across the world, particularly in poor communities, and I urge you to please deliver on your promise by proposing a 2005 budget that will fully fund the United States' share of the global AIDS, Tuberculosis and Malaria funding.
In addition, it is imperative that your HIV/AIDS initiative is funded without cutting essential existing humanitarian programs. These programs are a fundamental part of the response to the devastating social, economic and political consequences of HIV/AIDS. Tragically, this pandemic is far more than a health problem; it is reversing decades of development progress.
