There isn't a population shortage. In times of war and disease, you need every baby, every person, every life to succeed. The species must continue. But until that happens, there is no need to persecute and devalue those who don't have babies. If there is a need, then those who decide that homosexuals need to be punished for not procreating must also be required to hand deliver the same punitive action to heterosexual people who don't produce the required number of babies - whether they are able to conceive or not. Luckily, things won't need to get to that point even in bad times. Where there is mass death, there will be orphans and plenty of gay people ready and willing and qualified to adopt and love those kids.
