We, the undersigned, are deeply concerned about possible implications for human rights arising from current military operations in Afghanistan. We respectfully request that the U.S. government:
- ensure that any military assistance to parties in Afghanistan is accompanied by clear commitments on human rights and effective mechanisms to monitor use of weapons;
- take every measure to ensure that military operations are in compliance with international humanitarian law;
- urge countries neighboring Afghanistan to open their borders to civilians escaping the conflict;
- continue to provide food, medicine and other types of humanitarian assistance to Afghan refugees and internally displaced people within Afghanistan; and
- work with appropriate international relief agencies to prevent further human rights violations in the refugee camps, create an atmosphere of personal security, and, to the extent possible, provide basic education and employment training.
