Using a Cite and Release Law Passed in 2007 to implement "Dicriminiliztion of Possession of Marijuana" in our city of Laredo, Texas

We all know someone in our lives who struggle with theirs because of an arrest made in their past. On behalf of a local organization in our beautiful city, TAMIU NORML (Texas A&M International University, National Organization for the Reform of Marijuana Laws), we present this petition.
Using current law passed by the 80th Legislative Session of Texas, HB2391 passed by the House on April 27, 2007 with 132 Yeas and 0 Nays as well as the Senate on May 18, 2007 with 29 Yeas and 1 Nay. Signed by Governor Rick Perry on June 15th and effective on September 1st of the same year, this cite and release law is an option we would like every police officer to use rather than arresting people, in light of the recent, unnecessary deaths of inmates in our county jail, this is a step in the right direction.
This 8 year new law gives police officers discretion to cite and issue summons for class A and class B misdemeanors instead of arresting suspects and taking them to jail. This cite and release law works only if the person charged resides in the county where the offense took place. Such examples include but are not limited to: possession of marijuana of four ounces or less, driving with an invalid license, criminal mischief where damage done is between $50 and $500, etc.
