I will not vacation in Mexico until the Mexican government takes action against known violent con artists to prevent them from working in restaurants and bars frequented by tourists.

One of these con artists has a known 15-year history of fraud and scamming. He is Maurice Marshall Woodard, AKA DrWoodard, AKA Maurice Woodard, AKA Marshall Woodard, etc. Mr. Woodard’s latest scam is against a 72-year-old woman, a United States citizen whom he met in the U.S. and accompanied to Mexico. Using lies and deceptions, Mr. Woodard got his name on the deed to a house she bought and paid for, and then he forced her out of that house and out of Mexico with death threats and assaults that have been witnessed by five different people in both Mexico and the U.S. He has also assaulted at least one other person in Mexico.

Police reports have been filed in both countries. (In Mexico, such fraud is a criminal offense; in the U.S., fraud is a civil matter, but assaults are criminal offenses.) However, the Mexican federal police in Puerto Vallarta, "la Fiscalia General del Estado en Puerto Vallarta," have not enforced the law.

Mr. Woodard’s reported history also includes a bogus PhD in religious studies, an online ministry that apparently mostly collected donations, one instance of putting pornography on a church computer, borrowing money and not paying it back, romancing several woman while proclaiming undying love to another, etc.

Currently, Mr. Woodard is working as a blues musician in tourist establishments in Puerto Vallarta, where he has the opportunity to do more harm, particularly to tourists. He has worked in that city while on a tourist visa and without a work permit, which is illegal. Nonetheless, the federal immigration department, "Instituto Nacional de Migracion” has taken no action against him.

Since the police and immigration have evidence that tourists may not be safe from Mr. Woodard, but have not enforced the law, it stands to reason they are also doing nothing about other scammers, thieves, and otherwise dangerous people who have easy access to tourists. That’s why this petition asks you to declare:

I will not vacation in Mexico until the police enforce laws against fraud, death threats and assaults by Maurice Marshall Woodard and by other known violent con artists working in tourist establishments.

Maurice Marshall Woodard and any and all other known violent con artists must be prevented from doing harm to tourists, particularly women tourists. Mr. Woodard should be prosecuted and punished, not allowed to continue to prey on innocent people. 

There is always concern for the safety of foreigners in Mexico. When it becomes known to potential visitors to Mexico that the Mexican federal police take no action to investigate criminal activity by a known violent con artist, this concern turns into fear. When it also becomes known that immigration allows such a person to work illegally in tourist establishments, the question must be asked by anyone considering visiting or living in Mexico: Why? Why is a person who has committed crimes in Mexico not investigated, found guilty and punished? And why isn’t something done to at least keep such a person away from tourist areas.


One known violent con artist now in Puerto Vallarta is Maurice Marshall Woodard, AKA Dr.Woodard, AKA Maurice Woodard, AKA Marshall Woodard. Police reports have been filed against Mr. Woodard in Mexico and in the United States for fraud, death threats and assaults against a 72-year-old woman and for an assault against one other person. According to documented history, Mr. Woodard has also defrauded and stolen from several other women and committed crimes against churches where he was employed as a pastor. Five witnesses are available in Mexico to testify to the death threats and assaults against the 72-year-old woman, but La fiscalia has only allowed one witness to make a statement and has never investigated the case.


Proof is also available that Mr. Woodard has been working illegally for several years as a blues musician in tourist establishments in Puerto Vallarta. Immigration, similarly, has taken no action even though they have known about this for some time. 


The signers of this petition ask that la Fiscalia General del Estado en Puerto Vallarta and Instituto Nacional de Migracion aggressively investigate the case against Mr. Woodard. We ask also that these agencies enforce Mexican law against fraud, death threats and assaults not just by Mr. Woodard but by all known violent con artists, and keep them from working in tourist establishments.
