Make Gas/Natural Gas Liquids Fracking Co.'s Comply with Clean Water Act

Gas and natural gas liquids production companies/frackers are currently exempt from the Clean Water Act, thanks to the Halliburton loophole.  PLEASE make these fracking companies comply with the Clean Water Act AND ban NGL production/fracking and NGL pipelines in karst topography.

In 2008 rural residents 5 miles east-northeast of Pavillion complained of discolored water, foul smells and illness that they suspected was due to fracking, and the EPA opened an investigation.^[10][11] In 2010, the EPA investigators warned the affected rural residents not to drink their water after finding benzene, naphthalene, phenols, and metals in the water (it is important to note that the Town of Pavillion provides its residents water from wells that have not been affected by the reported pollution, and the Town provides good, clean drinking water to its residents)^[10] and recommended that the affected rural residents use fans while bathing or washing clothes to avoid the risk of explosion.^[11] As of September 2012 testing and discussion about the results was still ongoing.^[12][13]  Source: http://en.wikipedia.org/wiki/Pavillion,_Wyoming

Raw natural gas typically consists primarily of methane (CH₄), the shortest and lightest hydrocarbon molecule. It also contains varying amounts of:

• Heavier gaseous hydrocarbons: ethane (C₂H₆), propane (C₃H₈), normal butane (n-C₄H₁₀), isobutane (i-C₄H₁₀), pentanes and even higher molecular weight hydrocarbons. When processed and purified into finished by-products, all of these are collectively referred to as NGL (Natural Gas Liquids).
• Acid gases: carbon dioxide (CO₂), hydrogen sulfide (H₂S) and mercaptans such as methanethiol (CH₃SH) and ethanethiol (C₂H₅SH).
• Other gases: nitrogen (N₂) and helium (He).
• Water: water vapor and liquid water. Also dissolved salts and dissolved gases (acids).
• Liquid hydrocarbons: perhaps some natural gas condensate (also referred to as casinghead gasoline or natural gasoline) and/or crude oil.
• Mercury: very small amounts of mercury primarily in elemental form, but chlorides and other species are possibly present.^[3]
• Naturally occurring radioactive material (NORM): natural gas may contain radon, and the produced water may contain dissolved traces of radium, which can accumulate within piping and processing equipment.^{[citation needed]} This can render piping and equipment radioactive over time.
