Keep IHSS out of Managed Care

The IHSS the In-Home Supportive Services program has been a cost effective, time proven program that has allowed people with disabilities, seniors, and veterans to maintain control over their own personal care, while living independently in their homes. Medical corporations trying to reinvent the wheel of IHSS can turn our homes into "de facto nursing homes." It would be terrible to go from a vital life, to one where you are made an invalid by a system that medicalizes your existence in your own home!  And there are questions about whether IHSS consumers could lose their ability to sue under the ADA! Demand that IHSS consumer protections to be written into every contract with managed care providers.



As we age and sometimes need help almost everybody prefers living in their own home. The California IHSS program, envisioned by Ed Roberts who started the Independent Living Movement, is an established, time proven, cost efficient, exemplary model that has served as a beacon for all who acquire a disabling condition as they age.

You are proposing putting this program into a MEDICAL Model of MANAGED CARE which could potentially destroy it by hollowing it out from the inside. This could result in making IHSS consumers "PATIENTS" in their own homes and losing the freedom to control their own lives. We oppose putting all IHSS enrollees into managed-care AS EARLY AS NEXT YEAR WITHOUT OUR ACTIVE PERMISSION.

There have been NO proven success of any managed care project in CA. Managed care is based on companies who want to make money at the expense of services to people. We ask that you see the insanity of changing a perfectly good program that has saved the state a lot of money over the years and kept people out of nursing homes! We oppose this attempt to ruin and cut IHSS services under the cover of managed-care. We support the right of people with disabilities TO LIVE INDEPENDENT LIVES.
