Annie Minter and Betty Brown invented a Vehicle and Cargo Security Inspection System that was researched, developed and implemented by the United States Governments Departments of Homeland Security and the Department of Energy without notice to them and without acknowledging the use when Ms. Minter and Ms. Brown offered to license the patent to the Departments.
