Freedom for outspoken doctor Igor Postnov forcibly detained in a mental hospital in Belarus

We demand the second psychiatric expert commission to examine Dr. Igor Postnov forcibly detained in residential psychiatric facility.

According to Amnesty International, a psychiatrist working in Belarus, Igor Postnov, has been forcibly detained and treated in the hospital where he works following his outspoken criticism of the health care system in Vitebsk, a city in the north of the country.

Igor Postnov, a psychiatrist working at the Vitebsk Regional Centre for Psychiatry and Narcology, has released a number of interviews over the past 18 months on YouTube criticizing government policy and the management of health care in the city. In his interviews he has raised issues such as medical errors, misuse of funds; in June 2013, he criticized the police's use of in-patient psychiatric testing to deal with homeless people and vagrants.

Igor Postnov has had conflicts with his managers for his outspoken criticism, and on 16 August a Psychiatric Commission at the hospital where he works concluded that he required forced psychiatric treatment for a “psychopathic personality disorder with a mania for persecuting the authorities”. That day, Igor Postnov phoned a journalist from Radio Free Europe to say he was detained, after which his phone was disconnected. On 21 August the Vitebsk Regional Court ruled in a closed sitting that Igor Postnov should be forcibly treated in the Vitebsk Regional Centre for Psychiatry and Narcology. The court order stated that he required psychiatric treatment against his will because of a “persistent delusional disorder” which presented a danger to himself and others. The court order does not explain how Igor Postnov represents a danger to society and mentions only his publications on the internet. Igor Postnov has 10 days to appeal, but he has no contact with the outside world and was only able to see a lawyer on 22 August after local human rights activists intervened.

States have a particular responsibility to protect freedom of expression and allow robust debate about public figures and institutions. Igor Postnov may have been arbitrarily detained because of his legitimate criticism of the health care system in the Vitebsk region; if so Amnesty International would consider him a prisoner of conscience.

Психиатр из Беларуси Игорь Постнов был насильственно помещен на лечение в больницу, в которой он работал, после его открытой критики системы здравоохранения в Витебске, городе на севере страны.

Игорь Постнов, работающий в Витебском областном центре психиатрии и наркологии, в течение последних 18 месяцев распространил ряд интервью на YouTube с критикой политики правительства и городского руководства здравоохранения. В своих интервью он поднимал такие вопросы, как медицинские ошибки и нецелевое использование средств. В июне 2013 г. он выступил с критикой использования милиции для помещения в больницу на психиатрическое освидетельствование бомжей и бродяг.

Из-за своей открытой критики Игорь Постнов имел конфликты с руководством, а 16 августа психиатрическая комиссия больницы, в которой он работал, сделала вывод, что он нуждается в принудительном психиатрическом лечении в связи с «психопатическим расстройством личности с манией преследования властями». В тот день Игорь Постнов позвонил журналисту Радио Свобода, чтобы сказать, что он задержан, после чего его телефон был отключен. 21 августа на закрытом заседании Витебский областной суд вынес решение о принудительном лечении Игоря Постнова в Витебском областном центре психиатрии и наркологии. Согласно постановлению суда, ему требуется психиатрическое лечение против его воли из-за «постоянного бредового расстройства», представляющего опасность для него самого и окружающих. Постановление суда не разъясняет, каким именно образом Игорь Постнов представляет опасность для общества, и упоминает только его публикации в интернете. У Игоря Постнова есть 10 дней на подачу апелляции, но он не имеет контактов с внешним миром, и лишь смог встретиться с адвокатом 22 августа после вмешательства местных правозащитников.

Государство должно нести особую ответственность за защиту свободы выражения мнений и предоставлять возможность активно высказываться об общественных деятелях и учреждениях. Игорь Постнов, возможно, подвергся произвольному лишению свободы в связи с его законной критикой системы здравоохранения в Витебской области; если это так, Amnesty International будет считать его узником совести.
