Bulgaria: Make cat and dog sterilization mandatory and free!

The Problem: Over the past few decades the number of stray animals in Bulgaria has drastically increased, leading to an overpopulation. Uninformed and uncaring people, who refuse or cannot afford to spay and neuter their pets lie at the heart of this problem. Cats and dogs are overbred and abandoned, left to the mercy of elements – starving, sick and suffering! They often die of diseases or are killed by cars, horribly abused and tortured by humans and other animals! Don't forget that when stray animals are left without care they often get sick and can pass diseases to humans and other animals. They can also involuntarily cause road accidents and leave a lasting negative impression on tourists. Furthermore stray animals cost taxpayers thousands each year. A single stray female cat and her offsprings can produce 370,000 kittens in just 7 years! We need to act now!
