Remove Officer Richard Jouppi from the Duluth Police Department

Officer Richard Jouppi is a threat to the Duluth Community as long as he continues to serve on the Duluth Police Department. Jouppi repeated stuck a drunk incapaciated man in a wheelchair and then flipped him out of his wheelchair forcefully onto the ground. When someone questioned his actions, he threatened to arrest her too. He is a danger to the community. Go ahead and watch the video, but be warned it is very graphic.
