Petition to terminate the superintendent contract of Mr. Kevin Emsweller for "cause"
There is widespread public dissatisfaction with Superintendent Mr. Kevin Emsweller. The time has come for parents, the community, and stakeholders of TCSC (Tipton Community School Corporation, Tipton, County, Indiana) to stand together and speak with one voice. We, the undersigned, ask the TCSC school board, who are elected by and represent the families and stakeholders in the TCSC district, to terminate the superintendent contract of Mr.. Kevin Emsweller by a vote of "no confidence" in which the majority rules.
Per the IAPSS (Indiana Association of School Superintendents) a school superintendent honors the public's trust, exhibits leadership by having the ability to see the big picture, performs at the highest level of competence and shall establish and maintain a positive community image . Conduct that is seriously detrimental to the school district or causes discredit to the school district is unacceptable. A superintendent represents the school district with integrity, high ethical standard, and shall avoid situations that might reflect negatively on the district. In our opinion, Mr. Emsweller's job performance fails to meet these standards. Therefore, a vote of "no confidence" is being demanded for the following reasons:
Failure to report an incident that is well articulated in an article from the Tipton County
Tribune titled "TCSC Parents Demand Answers" pages 1 and 8, dated Wednesday,
February 13, 2019.
In the same above-mentioned source, Mr. Emsweller is on record as making a
knowingly false statement of the incident. This has resulted in at LEAST one case,
as documented in the article, of TCSC students being "pulled out" of the school
system.
There have been few opportunities to build upon relationships with families, community
partners, and other stakeholders regarding educational issues.
At a safety meeting that was convened by the superintendent at the beginning of the
2018-2019 school year regarding the implementation of new safety practices and
measures, questions could NOT be asked unless submitted BEFORE the meeting to then
be answered at the meeting.
A survey in 2018 was sent to parents asking for feedback regarding the TCSC school
system and its performance to which the feedback was so negative and critical of the
leadership, that an outside group was brought in to facilitate a resolution to the issues
and concerns that were raised. A series of three meetings occurred. At its conclusion, a
plan was be developed regarding those issues/concerns. Those issues consisted of
poor communication, curriculum concerns, and marketing strategies to combat the
declining enrollment at TCSC. To this date, there has been no plan communicated to
the TCSC stakeholders. Furthermore, at the school board meetings, the community
comment portion of the meeting is now limited to three minutes per person with one
response and only if you sign up to address the board BEFORE the beginning of the
meeting.
The school board is elected by the community. It is ultimately your duty, as those members, to represent and reflect the interests of the TCSC community. Terminating a superintendent contract is always at the sole discretion of the school board.
Therefore, the school board of the TCSC school district needs to do what is best for our students, the community and future TCSC generations and terminate the supertendent contract of Mr. Keven Emsweller for "cause".
