Take Action Against Vagrants

Greetings. I am a small business owner and expectant mother. I have been a resident of Chico for a little over three years and am concerned with the increase in vagrants I’ve seen in our community. Our parks designed for children to play in are being taken over by the homeless and drug users. I’ve seen first hand people explicitly using intervenious drugs and selling stolen items in parks our tax money pays for. In addition, I regularly witness vagrants littering with no regard to common decency. It’s time to take a stand against this type of behavior. I propose that a law be enacted to make it illegal to occupy parks with children’s playground equipment unless you are present with a child of acceptable age to use said equipment. In addition, we need stricter guidelines and enforcement crackdowns to take place for all persons selling items in public without a sellers permit, to encourage the reduction of theft and car break-ins. Last but not least, our streets and parks are not a place for people to be sleeping. We need legislation in place for our Chico Police Department to be able to take action against persons found with a considerable amount of belongings sleeping in public. I propose that anyone caught doing the above be fined a minimum of $250 for first offenders or 25 hours of community service cleaning up garbage. Second offenders face a mandatory night in jail and subsequently sacrifice their belongings. Exceptions to this rule shall be anyone who is clearly in need of psychiatric intervention, in which case the person in question shall be taken for evaluation and provided with proper care. Cracking down on these people who are contributing nothing to our community with result in less theft, cleaner, safer parks for children and an increase in property value.
