We the undersigned demand fair and open competition on Los Angeles County MTA and other local projects funded under the Transportation Infrastructure and Innovation Act.
We are opposed to Project Labor Agreements in MTA projects and specifically the Exposition Rail Phase 2 project in Los Angeles County, California.
Project Labor Agreements force small, minority and disadvantaged businesses out of the bidding marketplace on taxpayer funded projects. In effect this leads to de-facto discrimination of minorities and small businesses on federally funded projects. The mandates imposed by Project Labor Agreements create another level of bureaucracy. The resulting inefficiency causes small and minority contractors to be unable to compete or to be excluded from a project. Our communities are suffering due to our present economy and a resulting lack of jobs.
