A FAMILIES CRY FOR HELP !!

Hello and thank you in advance for taking the time to hear our plea for help:

 

        PLEASE TAKE THE TIME TO READ THIS SUMMARY OF EVENTS A FAMILIES FUTURE AND INNOCENT CHILDRENS LIVES ARE AT STAKE!!

 

 

 

   Our names are Shannon Cook DeSimone and Dominick DeSimone , this letter is a parents cry for help. Any facts we express in this letter are just that ,facts, and we have any documentation needed to prove anything stated via recordings, texts, certificates court documentation ,emails etc. Shannon had her first child  after being told by doctors its impossible to carry any children. She is now a mother of 5 beautiful and healthy children which is our sole purpose in life to love cherish and raise to be the most amazing adults this world has ever seen(they are without a doubt the most amazing children so were off to a great start). We are writing you and anyone who can help our family

      It all started back in october 2014 when dhs was called on by an ex  that was being spite full when asked to start paying child support after a 12 year absence and yet another release from prison par for the course for this career criminal. He called his people he knew in dhs after our electricity was shutoff, not because we couldnt afford the bill but because we rented a home that unbeknownst to us had fell in foreclosure but didnt find this out until one day the electric got shut off and after contacting the electric company we were informed that the owner/landlord had lost the home (he ha rented us the home the very same month we signed the lease). The bank was going to honor our lease but after various attempts to switch the service into our name peco would not budge unless we assumed the back debt which was over $4000 which was absurd so at that time we  started looking for another place to live for obvious reasons .So being the end of the summer and the electric situation at hand we send our two older children to their "fathers" house and our two babies Richie 6 and Allyssa Jordan 2 yo to their grand moms house until we find a new place or remedy the situation .Oddly Edwin Melendez (the man taking a crack at fatherhood)brings the children back stating they miss us and we need to go back to school shopping for them so they get dropped off. He then proceeds to call dhs on us, his new girlfriend knows the people there along with his family .They come out not hours later the very same day stating its an unsafe enviorment and we need to relocate the kids and give us two hours to do so. We state that theres a brand new 4500 watt generator were hooking up they say "that’s not sufficient". We ask to speak to a supervisor but are told there are none available. We state that we can go to a hotel for a week because we had gotten a new home but it was being painted and they state again "that’s not sufficient" now at this point I state "well what happens in a power outage does dhs remove every ones children? Now during this time the dhs worker decides to call who of all people but Edwin Melendez the ex and tells him to come get his children!! Which he does we were left with no choice by them now its our two little babies still there.  We also say that we know many families that spend time in hotels and we also both had to at times when we were younger" and ask to speak to a supervisor once again but are shot down again. We definitely think somethings very wrong and suspect melendezs threat has everything to do with this situation and break out our phones in plain site and tell the worker we are recording and begin to ask our questions again. Erica moore price (dhs) then calls who of all people but her supervisor and tells her "theyre recording me" .When we tell you this woman ran out of there like the place was on fire…. In efforts to save your valuable time we will try to just shorten this now to SOME of the events after this happened:

 

***dhs comes back with police and remove our 2 babies from their nap and place them in the system telling us to simply go to court with our new lease and we get them back.

 

***Prior to court we are told to go to what they call a safety plan meeting in efforts to reunify us as fast as possible.We walk into this meeting where theres Edwin Melendez!! In where we object because he has absolutely nothing to do with the kids in care and the dhs worker states she "invited" him. He is asked what MY WIFE AND I NEED TO WORK ON WHAT ARE OUR PROS AND CONS!! He then goes into this award winning performance and stated what he believes are our cons:

      1. we abuse the children

      2.we are drug addicts.

      3.we starve our children

      4.the kids are constantly left unattended to fend for themselves,

      5.Shannon is mentally unstable.

      6.We are illegally in the home and are "squatters".

 Our pros were:

       1.The father of the two older children have melendez constantly in their lives as a support system and financial aid!!! WOW!!!

***We see after this meeting the cua worker for turning points for children hugging melendez ands his girlfriend outside.

 

***We do some investigating of our own due to the suspicious way all of this is happening and find melendez grew up with this cua worker Nohelia Torrez!!

 

***We go to court in judge fernandez's courtroom armed with our new lease, old lease to prove we were legally living there, medical records ,school records (straight A's all the kids) the foreclosure papers and all the documentation to prove our innocence as to why the electric was shut off and in regards to all the ridiculous allegations being presented to the court. We were told to voluntarily sign over custody to the state and admit our children are dependent meaning they are not taken care of in where we decline that offer cold. This judge then proceeded to keep our babies in foster care!! He goes ahead and continues to instead of mediation what we were there for and fast forwards to a dependency hearing and deems our children neglected and now state property. Instead of simply being about securing a new home which we did and where dhs inspected our new home which was perfect, the cua worker states the new home is uninhabitable ,fernandez orders us to undergo :

   1.parenting classes

   2.random drug screens

   3.mental evaluations

   4.a new home

   5.dual diagnostic evaluations for both of us

   6. visits once a week for an hour

   7.THIS IS IMPORTANT THROUGHOUT THE NEXT 2 YEARS "KINSHIP CARE RESOURCES TO BE RAN IMMEDIATELY " because of course the children are better off with family rather than foster care.(this was never done the whole time they’ve had our babies !!) NOT ONCE AND WE BEGGED AND BEGGED.(we have the proof like we stated.)

 

***we ask for paid attorneys we acquired due to the lack of performance of the court appointed and are denied proper representation.

 

***All that’s ordered is to be assisted by turning points for children and reunification of our family is to be managed by turning points for children and nohelia torrez being the case manager our life is placed in her hands.

 

***the kids are placed with a foster family within 2 blocks where torrez grew up .Not in the same demographic area as per dhs guidelines so the kids can attend the same school and not be placed into too much of a new enviorment  to make the transition easier but in south west phila in a poverty strickened home/

 

*** we buy the whole foster home toys ,clothes ,dvd players and computers for all the children as to make it easier on our children so they are in need of nothing and the foster mother loves us and is a sweet woman who falls head over heels for our babies.

 

***Torrez splits the children up unhappy that we are in constant contact all day and night with the kids and foster mom and with absolutely no notice comes to remove the kids placing them in homes with no clearance .She states to us after the fact that she placed Allyssa 2 years young with a "white family who is looking to adopt" The foster mother Francis humphries informed us that she was told by torrez that our Allyssa was "the perfect candidate for adoption" we freaked out to say the least.

 

WHAT OUR CHILDREN HAD TO ENDURE

AND WHAT THEY STILL ARE GOING THROUGH BEING PULLED FROM MOMMY AND DADDY PUT WITH STRANGERS THAT DID THIS TO OUR BABIES! AND THESE ARE JUST ONE INCIDENT OUT OF MANY!!

 

***ABUSE OF OUR LITTLE GIRL!!!Upon seeing our babygirl Allyssa multiple times she is regressing from the outgoing glowing child she is and biting herself pulling out her hair and scratching her arms up and biting her lip so hard its cutting her WE ARE HEARTBROKEN SHES FALLING APART AT ONLY 2 YEARS OLD OMG!!! We take pictures and make torrez aware and nothing is done!!!! We put out emails such as this to city officials,dhs officials,etc.

 

***ABUSE OF OUR BOY TOO!!Our little boy Richie then 6 years old was acting odd during visits and as we inspected him and spoke with him we found that he was being abused in the home he was at and we informed torrez who responded he was fine. After various emails to heads of dhs ,city officials , along with pictures of belt marks and bruises on our son torrez is then removed from the case and David Cassidy is now our cua case manager.

 

THIS WAS A BURN FROM AN IRON

 

***We only communicated with cua and dhs or anyone else informing them we record all calls and we text or email so we can document everything and that’s what we did. We emailed cassidy as to the goings on with our babies leaving him with no choice but to remove them from these homes he finds Richie was being physically abused with belts and such and little Allyssa was being MENTALLY TORTURED by her foster caregivers!!!

 

***the kids are placed back together thank God

 

***The new case manager David Cassidy, is giving no guidance ,no communication, cancelling visits, not running any kinship resources , and is absolutely not reachable and we are told not to bother him. We have never been in this situation and need guidance but have none. We then pay for parenting classes, independent counseling, independent drug screening due to the results of our investigating showed us in the horror stories that others have been through at the hands of this agency. you name it we did it, more than ordered along with going to dhs's drug screenings and counseling etc.

 

***we find out from our older children who arent dhs involved that david cassidy is frequently going to see melendez and is couseling our children and prepping them about questions that may be asked in court,he further states that mommy needs help and cant get it if theyre living with us!!!

 

***we have custody hearing for our other children separate from dhs and in no way involved in where david cassidy enters the courtroom and states that we are drug addicts abusive, and negligent ,furthermore we havent passed not one drug screen given and Dominick (me) should have no contact with the boys!!

They place a restraining order on me for my sons (I raised and cared for them for them when melendez was too busy to be a father they called me dad and they are my sons ) we lose the case.

 

***THINKING WE WERE GETTING OUR FAMILY BACK..we go to court having done everything the judge ordered and are told to do it all over again!!! You have approx. a year before they can terminate your parental rights at this point we are approx at the 6 month mark. Each class ordered takes  three to four months to complete and each hearing is intentionally scheduled in between those classes so when we went to each hearing we were not in compliance or when we completed a course we were given something else to complete unecissarily .

 

***DAVID CASSIDY ONCE AGAIN LIES IN COURT stating that we were in no way in compliance with the order and judge fernandez disregards any attempt from us to show paperwork ,witnesses or testimony from us to the contrary and tells me that if I attempt to speak in his courtroom he will" strip my  rights away and I will never see my kids again"!! Now he adds anger management and counseling along with more drug tests onto me when I have come up nothing but clean on independent and dhs testing although cassidy states differently.

 

***THE FOSTER HOME CATCHES FIRE!! Never told to this day about this but informed by the foster mom who again we became close to and couldn’t believe the atrocities that were being done to us. She called to inform us the kids and her were living in a motel due to her house catching fire while she left grease unattended on the stove while the kids were in the house and the home was in need of large repairs that would take a month..REMEMBER WE WERENT PERMITTED TO BRING OUR BABIES TO A HOTEL FOR ONLY A WEEK!! Just like the other foster homes we bought the whole house and all the children anything they needed and then some. All of this the foster parents will testify as to anything said in this summary.

 

***MORE BRUISES ,MARKS,AND ODD BEHAVIOR!!! As always we are questioning the kids when they act odd and we were physically checking them every week and low and behold we start to see marks on them.we take pictures alert turning points for children and the cua case manager cassidy and nothing is done. They stated it was a cat,then it was the other kids who placed the marks on Allyssa and Richie who were acting scared when we would ask if they were being beat. Ultimately they finally admit it after months of bruises and odd behavior and they are placed in their 7th foster home in two years with no option for kinship!!!

THE FOSTER PARENT STILL KEEPS CHILDREN IN HER HOME!!!

 

***We go to CHIEF COUNSEL FOR THE CITY COUNSEL OF PHILADELPHIA STACY GRAHAM who looks at our evidence finally and compiles an email to the city solicitor and heads of dhs attaching the proof that "David Cassidy is intentionally sabotaging the reunification of this family and his behavior needs to be investigated" NOTHING WAS DONE THEY STILL KEPT OUR CHILDREN.

***CASSIDY ATTEMPTS TO SEPARATE US informing Dominick that Shannon is doing drugs behind his back and if we separate that he could get the children easier without her but separating is the only hope and we played along. And to our surprise……..

 

 

***ANOTHER HEARING in where Dominick is in compliance finally and unsupervised visits are ordered and mr cassidy states that Allyssa Desimone is safe with her father and all is well but more anger management and urine screens are ordered along with the signing of more releases because every time we would get a new case manager they would conveniently lose all the paperwork and we would have to start all over again being our job to get any documentation a city worker needed to get from the city?!! yup

 

***MORE HEARINGS MORE LIES MORE PAIN our visits are moved downtown in a room the size of a cell for 5 people to cram into for an hour and they make it in the middle of rush hour we live a half hour away on a good day .Turning points stated that this was done because Mr DeSimone attacked mr cassidy with a butcher knife during a visit…WOW

 

 

***DAVID CASSIDY IS FIRED FROM TURNING POINTS FOR CHILDREN ORDERED NOT TO WORK WITH CHILDREN AGAIN!! AND THEY STILL KEEP OUR CHILDREN!!

 

***JULY 2016 THEY STRIP US OF OUR PARENTAL RIGHTS!!!

Still no kinship considered still not one piece of our evidence looked into even with the misconduct ,negligence and behavior on record of the cua workers involved with the illegal removal of our babies they are trying to adopt our innocent children because in my opinion fear an inevitable lawsuit from the actions of those involved in our case and in the meantime they have obliterated a loving caring happy family ,abused our children and destroyed our home and lives.

 

***WE FILE AN APPEAL AND SEARCH FOR HELP TO SAVE OUR FAMILY FROM DESTRUCTION AND THE SAVING OF TWO INNOCENT TENDER LIVES AND THE PARENTS WHO HAVE BEEN THROUGH SO MUCH THEY ARE AT THEYRE BREAKING POINT.

 

8 DIFFERENT FOSTER HOMES/4 CASE MANAGERS AND NOTHING IS WRONG HERE???!!!

 But were so scared were losing our children and weve lost our family .We have never been given kinship option and our babies remain in the system without seeing any family and they or weve done nothing wrong to our children we have papers and proof on anything but nobody wants to look at it. weve never abused our children, weve never neglected our children.We are both high school grads. Shannon a certified cna and Dominick had 2 restaurants , a night club, and various retail operations throughout his life and raised a 29 yo son. We always attended all our childrens school events and trips. all my children go and attend a charter school with straight A's and all my children go to the same doctor since they were born. We have 4 sons and 1daughter and they never been in doctors for a bruise, a broken bone, abuse or neglect of any kind like male nutrition. We are so very sorry if its a little long but we need to get this out because its our family thats being destroyed and my children who are being tortured and this isnt all there is so much more that’s been done to us. They put my babies with someone who doesnt want me to have any contact with them at all and we just want to know there safe and doing ok.We fought for them to be together and they are thank God for that. PLEASE PLEASE PLEASE CAN SOMEONE HELP MY FAMILY WE ARE LOVING CARING RESPONSIBLE PARENTS CRYING FOR ANY HELP ANYONE CAN OFFER..WEI DO NOT WANT TO LOOSE OUR CHILDREN!!!!!!
