Stop the Murder and Abuse at Russell County VA Animal Shelter

Part One:
A television news investigation has uncovered animal abuse in taxpayer funded animal shelters. They found severely injured animals given NO pain relief or other care to alleviate their suffering. They found caring employees fired for speaking out about the abuse. They also found animals being killed despite adopters waiting. https://goo.gl/4lk1L3
Part Two of the investigation:
Further investigation revealed "torture and inhumane treatment" at the Russell County VA animal shelter, with animals being murdered by being shoved into PVC tubes to suffocate them. The Animal Control Officer, who was NOT certified to put down animals "Would take the needle from my hands", said a whistleblower, "and he would "Say no piece of paper is keeping me from euthanizing." https://goo.gl/Oug6fb
The news station contacted the Virginia Department of Agriculture (VDACS), which is SUPPOSED to oversee the shelters, but which is largely turning a BLIND EYE, and giving violators nothing more than a slap on the wrist.
Those who break the law, including those who TORTURE animals, are given a 500$ fine. As to prevent torture from happeneing again Dr. Charles Broaddus, the Virginia State Vet, told the news station that he will not do the job he is being paid to do, and said it is NOT his problem..

It is time to point the finger where blame belongs :
