Moratorium on new housing construction in Horry County

After Hurricane Dorian we have seen several areas throughout the county flood. Such as Deerfield and Sullivans Landing as well as roads like 544. These areas have not flooded previously or have not flooded as seriously in the past but because of rampant construction, cutting of beneficial trees and filling in wet lands, we are seeing more instances of flooding of private and public lands. Consider that we have been in a moderate to severe drought prior to this storm. Now imagine what may have happened if we had normal or above normal precipitation this year. The flooding and damages would have been much worse.
Given the trend over the last several years, it has become apparent that we cannot rely on our elected officials to protect our quality of life or our property. With the construction not only continuing but increasing dramatically, as residents of Horry County, we must take a stand. We must come together and force the county to recognize how detrimental all of this construction is. Not only to private property but the environment. Of we present a united front, we can get these elected officials to work for us and not the construction industry.
We must act now before the damages continue and become irreparable.

This moratorium would seek a temporary stop to building and storm water permits for large and high density subdivisions until the Imagine 2040 Plan had been adopted and implemented, as well as implementation of the impact fee that was unanimously voted in favor of by county residents. And trafgic studies perfomed on all roads impacted by any new subdivision.

We also seek an end to the practice of fill and buikd on wetlands and seek a designation of protected land of such wetlands. Additionally, we seek Storm Water Management enforce existing guidelines without exception, conduct mote frequent inspections of development sites and fine or revoke licensing for repeated violators, something they currently don't do.

This petition will be used as the basis for a civil suit requesting the above mentioned actions against Horry Co. Council, Planning Commision, Planning and Development & Storm Water Management Depts. on behalf of all thise who signed it.
