Address Urban Decay at 39565 Torrey Pines RD Murrieta, CA 92563

This petition is addressing the vacant property lot located at 39565 Torrey Pines RD Murrieta, CA 92563. The private property is currently owned by 3 different trusts. However, the property is in disarray, littered with debris, furniture and old iron rods. The chain linked fence lining the property is mangled and leaning towards the sidewalk and grabs unsuspecting pedestrians. To further magnify the community's concern the property is located within walking distance to Warm Springs Middle School. Given the debris, the iron rods and the lack of security the lot is open for children to wander in to play.
It is imperative that this community hazard be addressed. Concerned Citizens of Murrieta are encouraging Murrieta City Council to take action by compelling the trustees to accelerate the property's development into a community asset. Our goal is to turn a vacant lot in a residential area into a splash pad or an extension of the park. Or have it developed by Habitat for Humanity to see if the lot could be used by their organization. Our immediate objective is to clean up the lot and remove dangerous building materials that were left on the lot by a previous builder. Also, to get a commitment from the city council on their plans for this piece of property.

As a resident of Murrieta,  I would like to thank you for providing this opportunity to speak on behalf of my neighbors about our concerns regarding the abandoned property at 39565 Torrey Pines Road here in Murrieta. Simply put, this property is not only an eyesore; it is a health and safety concern as well. As you can see from the pictures I have submitted to you, the property is essentially an abandoned lot, filled with trash and debris, surrounded by a rusted and damaged fence that is not secure. The lot, with its damaged fence, unsecured access, and littered grounds are a potential safety hazard, especially to the children who live in this neighborhood, play at nearby Torrey Pines Park, and attend Warm Springs Middle School. My own daughter has to walk past there every day, and I, and many of the parents you see here with me today, are concerned about what may happen to any of our children if this council does not do something about it.


We have spoken with Chuck Washington’s office, the County of Riverside, the Assessor’s office, and all have assured us that it is you, our City Council Members, who have jurisdiction over this property. We have already checked, and the property is owned, not by the city, but by three trusts , the Norma G. Ortega Trust, the Fhing Trust, and the Robert Golian Trust.


We, your constituents, are asking for 3 things, one of which we are willing to help you with, and one of which is yours to grant, and one you must undertake as a Council.


First, we are asking that you contact the property owners or their representatives, and ask them to grant permission for Community Volunteers to clean the lot on Saturday, April 8th. We are willing to consider alternative dates but that would give us enough time to get our group together. We will provide the large garbage bags to collect the smaller debris.


Second, we are asking that the City provide us with a dumpster of sufficient size to hold the trash and debris and that the City arrange for the debris to be hauled away at no expense to the volunteers


Third, we would like to ask the Council to consider purchasing the property from the Trusts and designating that property to expand Torrey Pines Park. If the Council is willing to do this, we as a community will agree to assist with the planting of trees, bushes, and grass, and will seek donations for playground equipment and other items that can be negotiated with the Council at a later date.
