Dog Owner in Iowa Let's Dog Freeze to Death in Dog House, Not Charged!

This dog owner should be charged and NEVER again allowed to own another "hunting dog" that he can subject this awful death to. He will do it again and Iowa WILL get as cold as it did this night. This is unacceptable and he was warned specifically from the national weather service to not let animals out for more than fifteen minutes in this weather. Please help me get this man charged with animal neglect and abuse so he cannot do this to another poor hunting dog!!
