DEMAND VETO FOR AB 1448 ELDERLY PAROLE BILL THAT EXCLUDES 3 STRIKERS!

They're at it again...first, the CDCR tried to illegally exclude 3 strikers from early parole eligibility under Prop 57. There was such a public uproar that CDCR was forced to request a 90 day extension to submit their "final regulations." Now the state assembly has passed AB 1448 and sent it to Governor Brown for signature. It too excludes all inmates sentenced under the notorious 3 strikes law from eligibility. However, we have been under a federal 3 Judge Panel's scrutiny since its ruling 2/10/14, directing CDCR to get its overall capacity to 137.5% or a federal compliance officer will release prisoners to meet the population cap. As of 9/15/17, the overall inmate population was about 136%, with many prisons much higher. Prison overcrowding is very dangerous, for the inmates as well as correctional staff. Riots, suicides and murder rates go way up. Crowding makes rehabilitation efforts much more difficult, and inevitably increases the rate of recidivism. Three strikers are the lowest risk to release, as reflected in their recidivism rate of just 1.3%, vs. almost 48% for their second striker younger counterparts. Many three strikers committed their crimes in their teens and early 20s and are ready to return to society and their families changed men. We must get Govenor Brown's veto of this discriminatory bill or the state will be hit with litigation on behalf of the elderly inmates this bill seeks to exclude. Let's be smart and let them out. Inmates over 50 are 3 times more costly to care for, due to increasing medical costs. Thanks in advance for your support and compassion.
