The Board of Trustees will be reviewing/approving the sale of Mary Egan Park (corner of Quincy and Cass) replacing the park, the building that houses Taco Express, and the rest of the block all the way down to Richmond Station condos with a 5- Story, 94 unit Apartment Building. This will be right on the corner of Quincy and Cass. The project will require the Village to approve multiple variances to current codes, including, but not limited to, parking requirements, building height, and density factors. The project has already made it through the first rounds and primarily hinges on the sale of Mary Egan Park.
The following are problems/concerns with the project:
1. Both Quincy and Cass will need to be shut down or lanes limited at times during the
construction. (project in Downers Grove started in 2015)
2. Where will the construction equipment be stored, i.e. cranes, trucks, building
materials, there is not sufficient space.
3. With the location of construction there is no provisions for pedestrians both train and
school student traffic.
4. Apartment access will only be from the alleyway increasing traffic in alleyways along
with changing the current directions and causing issues for current alley residences
during and after construction.
5. Safety issues with fire truck accessibility and other first responders and lack of space
to successfully do their jobs.
6. What of current businesses on Quincy, how will they survive construction?
7. What impact will this have on our Cass Avenue traffic, which already is untimely.
8. What impact on our schools, our public works, police and fire department, property
taxes?
9. We will be losing the Hometown Look of our downtown area.
10. The developer is asking the Village to provide a TIFF incentive to offset land
acquisition, utility relocations and infrastructure improvement costs AND a sales tax
rebate incentive for future restaurant owner. Where is the WIN- WIN for the tax
payers?
