Many animals under human care are left outdoors in extreme weather conditions with inadequate to no shelter. Many animals perish due to this issue each year and the percentage of deaths are increasing each year. Many people are trying to take action however there is no law for animal enforcement to enforce and are then left with no choice but to be helpless. I want to see a law developed where no animal under human care shall be left outdoors in extreme weather as well if the animal is changed, there will be a time limit such as a 15 minute maximum, and proper shelter is to be provided or the animal (s ) will be vacated from the premises and owner with a fine as well. No being shall be left chained or not without proper shelter in extreme weather conditoons it is abuse.
