Animal killers should have to prove they are feared for their life.

On sept 9th 2018 my pitbull got out of the backyard. He has never hurt anyone or another animal. As he ran down the street my neighbor stood in his yard and shot my dog as i ran towards him. He waited 30 seconds before the second shot that killed him when i was 15ft away from him. He lied to the police and said he feared for his life even though my baby was not on his property and actually passed his house. He shot the kill shot because he wanted to not because he had to. I am taking this to the highest court i can. We need to make people like this prove they were in fear for their life not just let them get away with murder.
