Free Doctor Ahmed Muhanna and the AWDA medical staff!

EN: On Sunday December 17th, after 13 days of siege, the Israeli army invaded the Al Awda hospital in Jabalia, in the north of Gaza. At the time, the hospital was one of the last functioning hospitals in northern Gaza. Following the interrogation of all those present, the director of the hospital, Dr Ahmed Muhanna, was arrested and taken by the Israeli army to an unknown location. The following day, five other members of staff, a patient and a visitor were also arrested. To date, the Israeli authorities have not communicated any charges or indictments justifying the arrest. This allows us to speak of the kidnapping and hostage-taking of Dr Muhanna and the other detainees. Meanwhile, sources indicate that they are being held in Naqab prison, in the middle of the Palestinian desert.

The Al Awda hospital in Jabalia is part of the Palestinian health organisation AWDA, an important health institution in the Gaza Strip, and a loyal partner of the Belgian NGO Viva Salud and Belgian development cooperation. Doctors without Borders has also worked with the hospital for many years and has expressed its concern at the attacks on it on several occasions. AWDA runs two hospitals and six medical centres throughout the Gaza Strip. Since 7 October, AWDA staff have continued to work tirelessly. The staff ignored orders from the Israeli army to leave the hospital and evacuate to the south, as they did not want to abandon patients who could not be transported. For some weeks now, Al Awda hospital has also been the only remaining hospital in the north of Gaza City where women can give birth. The hospital had already fallen victim to Israeli bombardments, resulting in the deaths of three doctors.

Dr Ahmed Muhanna is an internationally recognised voice denouncing the Israeli attacks on the health system in Gaza. In the weeks leading up to his abduction, he repeatedly described in detail the horrific situation at the hospital. In his last audio message, a day before he was taken away by Israeli soldiers, he said: "No one can move around the hospital because of the [Israeli] snipers. The situation in the hospital is terrible. We have 38 patients, some of whom can't get medicine. We have no oxygen and very little fuel for a small generator. We have barely enough food for 2 or 3 days. The situation is critical."

Attacking medical staff and medical facilities is a serious violation of the Geneva Conventions and international humanitarian law. Furthermore, the siege of the Al Awda hospital and the abduction of medical staff, patients and their families are totally unfounded and morally reprehensible. Palestinian hospitals, health centres, health workers and patients are not collateral damage as the Israeli occupying forces try to portray them. The determination to destroy them is part of the strategy to erase all traces of a social security network for Palestinians, making it impossible for them to return home. The WHO recently warned that the combination of famine and disease will cause more casualties than Israeli bombs. At that point, a functioning health system will be crucial.

Viva Salud demands the immediate release of Dr Ahmed Muhanna and the seven other hostages from the Al Awda hospital. We call on the Belgian government to take concrete steps to immediately release all those held captive, particularly the carers, who should never be targeted. We also call on the Belgian government to take effective sanctions against Israel, to put in place concrete measures to actively support the ICJ investigation, to ensure that the Court's decisions are implemented, and to do everything possible to achieve an immediate and permanent ceasefire.

NL: Na 13 dagen belegering, viel het Israëlisch leger op zondag 17 december het Al Awda-ziekenhuis binnen in Jabalia, in het noorden van Gaza. Het ziekenhuis was toen al een van de laatst overgebleven functionerende ziekenhuizen in Noord-Gaza. Op het moment dat alle aanwezigen ondervraagd werden, werd ziekenhuisdirecteur dr. Ahmed Muhanna gearresteerd en meegenomen door het Israëlisch leger naar een onbekende locatie. Daags nadien werden ook nog eens vijf andere personeelsleden, een patiënt, en een bezoeker gearresteerd. Tot vandaag deelden de Israëlische autoriteiten geen aanklacht of beschuldiging mee die de arrestatie kan verklaren. Dat maakt dat we kunnen spreken over de ontvoering en gijzeling van dr. Muhanna en de andere gevangenen. Ondertussen wijzen bronnen erop dat ze zouden worden vastgehouden in de Naqab-gevangenis, diep in de Palestijnse woestijn.

Het Al Awda-ziekenhuis in Jabalia is onderdeel van de Palestijnse gezondheidsorganisatie AWDA, een voorname gezondheidsinstelling in de Gazastrook, en trouwe partner van de Belgische ngo Viva Salud en de Belgische ontwikkelingssamenwerking. Ook Artsen Zonder Grenzen werkt reeds jarenlang samen met het ziekenhuis en uitte meermaals haar bezorgdheid over de aanvallen op het ziekenhuis. AWDA beheert twee ziekenhuizen en zes medische centra verspreid over Gaza. Sinds 7 oktober is het personeel van AWDA haar werk onvermoeid blijven voortzetten. Het personeel legde de bevelen van het Israëlische leger om het ziekenhuis te verlaten en naar het zuiden te evacueren naast zich neer, omdat ze patiënten die niet vervoerd konden worden, niet aan hun lot wilden overlaten. Sinds enkele weken is het Al Awda-ziekenhuis ook het enige overgebleven ziekenhuis ten noorden van Gaza-stad waar vrouwen terecht kunnen om te bevallen. Het ziekenhuis was eerder al het slachtoffer van Israëlische bombardementen, waarbij drie dokters gedood werden.

Dr. Ahmed Muhanna is een internationaal erkende stem die de Israëlische aanvallen op het gezondheidssysteem in Gaza aan de kaak stelt. Hij beschreef de weken voor zijn ontvoering, meermaals en op uitvoerige wijze, de verschrikkelijke situatie in het ziekenhuis. In zijn laatste audiobericht, één dag voor hij door Israëlische soldaten werd meegenomen, zei hij: "Niemand kan in het ziekenhuis bewegen vanwege de [Israëlische] sluipschutters. De situatie in het ziekenhuis is verschrikkelijk. We hebben 38 patiënten, waarvan sommigen geen medicijnen kunnen krijgen. We hebben geen zuurstof en maar heel weinig brandstof voor een kleine generator. We hebben voedsel voor hooguit 2 tot 3 dagen. De situatie is kritiek."

Het aanvallen van medisch personeel en medische infrastructuur is een ernstige schending van de Conventies van Genève en van het internationaal humanitair recht. Daarnaast is de belegering van het Al Awda-ziekenhuis en de ontvoering van medisch personeel, patiënten en bezoekers volledig ongegrond en moreel verwerpelijk. Palestijnse ziekenhuizen, gezondheidscentra, gezondheidswerkers en patiënten zijn geen bijkomende schade zoals de Israëlische bezettingstroepen het proberen af te schilderen. De vastberadenheid om ze te vernietigen maakt deel uit van de strategie om alle sporen van een sociaalzekerheidsnetwerk voor Palestijnen uit te wissen, waardoor het voor mensen onmogelijk wordt om naar huis terug te keren. De WHO waarschuwde onlangs nog dat de combinatie van hongersnood en ziektes voor meer slachtoffers zal zorgen dan Israëlische bommen. Op dat moment zal een goed functionerend gezondheidssysteem van cruciaal belang zijn.

Viva Salud eist de onmiddellijke vrijlating van dr. Ahmed Muhanna en de zeven andere gijzelaars uit het Al Awda-ziekenhuis, en vraagt de Belgische regering om concrete stappen te ondernemen om deze gezondheidswerkers, die nooit een doelwit zouden mogen zijn, vrij te krijgen, alsook de onmiddellijke vrijlating van alle gijzelaars. Daarnaast roepen wij de Belgische regering op om effectieve sancties tegen Israël te ondernemen, om verdere concrete stappen zetten om het ICJ onderzoek actief te steunen en ervoor te zorgen dat de beslissingen van het Hof worden afgedwongen, en om alles in het werk te stellen om tot een onmiddellijk en permanent staakt-het-vuren te komen.

FR: Après 13 jours de siège, le dimanche 17 décembre, l'armée israélienne a envahi l'hôpital Al Awda à Jabalia, dans le nord de Gaza. L'hôpital était alors l'un des derniers hôpitaux à fonctionner dans le nord de Gaza. Suite à l'interrogatoire de toutes les personnes présentes, le directeur de l'hôpital, le Dr Ahmed Muhanna, a été arrêté et emmené par l'armée israélienne vers un lieu inconnu. Le jour suivant, cinq autres membres du personnel, un patient et un visiteur ont également été arrêtés. Jusqu'à aujourd'hui, les autorités israéliennes n'ont pas communiqué d'accusation ou d'inculpation justifiant l'arrestation. Cela nous permet donc de parler d'enlèvement et de prise d'otages du Dr Muhanna et des autres détenu·e·s. Entre-temps, des sources indiquent qu'iels seraient détenu·e·s dans la prison de Naqab, en plein désert palestinien.

L'hôpital Al Awda à Jabalia fait partie de l'organisation de santé palestinienne AWDA, une institution de santé importante dans la bande de Gaza, et fidèle partenaire de l'ONG belge Viva Salud et de la coopération belge au développement. Médecins Sans Frontières collabore également depuis de nombreuses années avec l'hôpital et a exprimé à plusieurs reprises sa préoccupation face aux attaques contre celui-ci. AWDA gère deux hôpitaux et six centres médicaux répartis dans toute la bande de Gaza. Depuis le 7 octobre, le personnel d'AWDA continue inlassablement son travail. Le personnel a ignoré les ordres de l'armée israélienne de quitter l'hôpital et d'évacuer vers le sud, car iels ne voulaient pas abandonner les patient·e·s qui ne pouvaient pas être transporté·e·s. Depuis quelques semaines, l'hôpital Al Awda est également le seul hôpital restant au nord de la ville de Gaza où les femmes peuvent accoucher. L'hôpital avait déjà été victime de bombardements israéliens, entraînant la mort de trois médecins.

Le Dr Ahmed Muhanna est une voix internationalement reconnue dénonçant les attaques israéliennes contre le système de santé à Gaza. Dans les semaines précédant son enlèvement, il a décrit, à plusieurs reprises et de manière détaillée, l'horrible situation à l'hôpital. Dans son dernier message audio, un jour avant d'être emmené par les soldats israéliens, il a déclaré : "Personne ne peut se déplacer à l'hôpital à cause des tireurs d'élite [israéliens]. La situation à l'hôpital est terrible. Nous avons 38 patient·e·s, dont certains ne peuvent pas obtenir de médicaments. Nous n'avons pas d'oxygène et très peu de carburant pour un petit générateur. Nous avons de la nourriture pour à peine 2 à 3 jours. La situation est critique."

Attaquer le personnel médical et les infrastructures médicales constitue une grave violation des Conventions de Genève et du droit international humanitaire. De plus, le siège de l'hôpital Al Awda et l'enlèvement du personnel médical, des patient·e·s et de leurs proches sont totalement infondés et moralement répréhensibles. Les hôpitaux, les centres de santé, le personnel de la santé et les patient·e·s palestinien·ne·s ne sont pas des dommages collatéraux comme les forces d'occupation israéliennes tentent de le présenter. La détermination à les détruire fait partie de la stratégie visant à effacer toutes les traces d'un réseau de sécurité sociale pour les Palestinien·ne·s, rendant impossible le retour chez eux. L'OMS a récemment averti que la combinaison de la famine et des maladies causera plus de victimes que les bombes israéliennes. À ce moment-là, un système de santé fonctionnel sera crucial.

Viva Salud exige la libération immédiate du Dr Ahmed Muhanna et des sept autres otages de l'hôpital Al Awda. Nous demandons au gouvernement belge de prendre des mesures concrètes pour libérer immédiatement toutes les personnes captives et particulièrement les soignant·e·s, qui ne devraient jamais être pris·es pour cible. Nous appelons aussi le gouvernement belge à prendre des sanctions effectives contre Israël, à mettre en place des mesures concrètes pour soutenir activement l'enquête de la CIJ, à veiller à ce que les décisions de la Cour soient appliquées, et à faire tout son possible pour parvenir à un cessez-le-feu immédiat et permanent.
