On August 31, 2026, police in Glen Carbon, Illinois, arrested Hannah Perry, 25, Donna Perry, 77, and Melanie Norem, 31, after investigators found 18 dogs inside and around a home on Glen Carbon Road in various stages of dehydration, starvation and neglect. Some of the animals found on the property were already dead. One dog, named Chance, has not been recovered and is presumed deceased.
Eighteen dogs. One home. Three adults who were supposed to be responsible for them. Investigators say the animals were denied clean water, clean food, a clean place to live, and basic grooming—for so long that some didn't survive.
All three suspects were arrested at a motel in West Sullivan, Missouri and are being held in Crawford County Jail awaiting extradition back to Illinois, where each faces eight counts of aggravated cruelty to animals and eight counts of cruelty to animals. That's sixteen counts apiece. The Madison County State's Attorney's Office has said it will seek pretrial detention.
I'm asking Madison County State's Attorney Tom Haine to prosecute Hannah Perry, Donna Perry, and Melanie Norem to the fullest extent the law allows, to pursue the maximum sentence on every count, and to seek a permanent ban on all three ever owning or living with animals again. Chance may never be found. The 17 dogs who survived deserve a prosecutor who makes sure this never happens to another animal in Madison County.
