City Garbage Off the Streets of Easley

My wife and I are having our first home built in Easley, SC, while meeting our Project Manager for a meeting we noticed that every house in this brand new neighborhood had Garbage bags curbside. Some of the bags were ripped and trash was strewn across the street. First off, it looks awful, these are brand new houses; secondly and more importantly, this is a health issue it is common knowledge that animals of all kinds get into garbage. Besides our neighbors' cats or dogs, there are dozens of other animals that will gladly rip open bags of garbage for an easy meal, including rats, mice, possums skunks, raccoons, etc. This keeps these animals coming back for more on a regular basis. Garbage in our streets is an archaic and disgusting practice and I can't believe this practice remains in any "city" in America. I was told that the city doesn't have the funding and the current "due to the Corona virus..." excuses for continuing this medieval betrayal of the people that keep a city thriving.
