75% of Upland Residents Are Underrepresented And We Demand Equal Protection Under The Law And A Fair 2018 Election Schedule Now!

On 10/23/17, the Upland City Council voted 4 to 1 to implement a 2018 election schedule that allowed the (3) members with terms expiring in 2018, to run again this year, including District 2 because appointed Councilmember Sid Robinson's appointment expires in 2018. This election schedule inflicted unequal representation upon 75% of Upland residents, affecting more than 55,000 citizens. District 1 with over 18,050 residents, is the only district that does NOT have a Representative on Upland City Council currently and will have NO REPRESENTATION until 2021. In addition, the residents of Districts 3 & 4, are also chronically underrepresented because each district will have 1 Representative controlling 20% of Upland City Council, compared to District 2 which controls 60% of City Council with 3 Representatives until 2021. This is a violation of our Constitutional Right to Equal Protection Under The Law, as all districts should only have 1 Representative and all districts should have equal and balanced power on Upland City Council, not 3 to 1, or 3 to NONE!

However, it just became known on 6/25/18 that Councilmen Sid Robinson from District 2, will NOT be running again in 2018. And since Councilwoman Janice Elliott is from District 2 and was dully elected in 2016 and has 2 years left remaining on her term, there is now no need for District 2 to hold another election in 2018. Furthermore, we are aware that the filing period to run for city council has NOT opened yet and begins 7/16/18 to 8/10/18, so there's ample time for District 1 candidates to be included on the November 6th Ballot. Therefore, we the residents of Upland by signing below, demand our city council add the 2018 election schedule re-sequencing issue to their July 9th, 2018 meeting agenda, as requested by Councilwoman Janice Elliott and VOTE to allow District 1 to hold an election in 2018, verses allowing District 2 to elect a 3rd Representative to Upland's City Council, while District 1 goes completely unrepresented and Districts 3 & 4, go grossly underrepresented, until 2021.

2022 UPDATE: The Upland City Council now has the chance to redistrict because of the 2020 census. Most astonishingly, they are actually considering not doing so. Therefore, we have created a new petition on 1/11/22 and we respectfully ask that you consider adding your name to it.
