Help save Julian

I'm trying to get my 8 year old beautiful loyal dog Julian back after he was involved in an incident which resulted in my partner being bitten (she is fine and completely supports getting our beautiful boy back) I surrender him thinking he would be returned as that's what I was assured but instead they've had him for close to two weeks, they refuse to let me see him or anyone he loves and knows visit him to give him some comfort. As I said Julian is 8 years old, he is originally and still is my 5 year old daughter and 4 year old autistic sons dog, never ever have we or anyone else ever had any problem with him as he is not a vicious dog, he is a protective dog and naturally has always protected my children and what he knows as my children's home. During the incident a now ex-friend of my partners caused a lot of damage and drama and smashed glass on my front door, because of this and the yelling my beautiful boy has started to do what any loyal puppy would and has gave a warning growl letting her know this is his home, during the yelling and confusion Julian has gotten my partner instead of the aggressor due to my partner being so close and standing next to her.
As soon as he realised who it was he had gotten he immeadiately put his tail between his legs and went to hide and sulk. He and my partner love and adore each other. All we are asking is for the council to allow us the only chance we have ever asked for and prpve the Julian is not only now old and quite possibly only has another two years in him but that he is in perfectly good and reliable care and has been since he was six weeks old.
He is such a well behaved and beautiful nature dog he listens and obeys my five year old daughter.
The council gave us the choice of putting him down, surrending him to be re-homed (which we have found out is not a garuntee and in Dog bite cases aren't likely to happen which means he will be put down regardless) or go to court and fight to get him back (which is what is obviously happening) but regardless of the verdict the council can still over rule the magistrates decision and put him down.
It was not Julian's fault we have proven that and now thy are sayin it's our fault and we are suitable owners (the last 8years would suggest otherwise...) when is the perpetrator who damaged my home and threaten the safety of my home family and dog going to be held responsible?
My five year old and four year old are the ones who will suffer most but not just them Julian will be petrified lonely scared and not deserving of losing all he's ever known.
He is my best friend, my only soul mate and I have been lost with out him just like he is with out me not to mention his girlfriend/my partners dog who everyday sits at the back gate waiting for him to get home.
Anyone who knows our boy knows he is not vicious or dangerous and the victim
Of his "attack" is the one fighting the hardest for him to come home.
