Demand an end to “no hoodies allowed in school”

I am just estonished by the fact principles teachers and other higher authorities of a school District are banning the idea of hats/hoodies being wore in class. If teachers are concerned with Celluar devices being used during Learning hour, maybe make a decision of asking the student before demanding them to take off their piece of clothing. My reasoning behind this idea is that students may feel distracted by their surroundings. So they put their hoodies on to avoid eye contact with other students, which is my personal reasoning behind wearing a hoodie to school with the hood on. Personally I think the idea of hoodies not being wore in class is just curiosity of the teachers. I understand that teachers are there for students educational learning purposes but as long as the student is making good grades and not using their cellular device during school hours. And maybe a way to deal with students using a cellular device in class could probably be to turn the phone off and show proof that the phone is off before class starts. In Conclusion, I think that this rule that teachers have for no hoodies is foolish and students should not be told how to wear their clothing.
