China: Improve standards of care, treatment and protection of animals!

I read an article online about cruelty to rats in China. The poor rats were taken from a cage/container and put into boiling water, in which they were moved around by hand, before being taken out, sometimes still wriggling, and then skinned, just so that some Chinese people could eat rat kebabs.
China is one of the world's worst countries for their treatment of animals. From the brutal killing of cats and dogs for their meat (which are often people's companion animals that have been taken), to the horrific cruelty subjected to animals on the fur farms, China definitely needs to improve standards of care, treatment and protection for their animals.
Here are some things that I would like to be put into place in China, for the animals' sake:
1. A permanent ban on the unnecessary killing and unnecessary cruelty towards dogs and cats for their meat, and a ban on the unnecessary trade and sale in dog and cat meat.
2. A ban on unnecessary killing of and unnecessary cruelty towards animals bred for their fur, and a ban on unnecessary fur trapping.
3. A law that would prohibit any unauthorised person from killing any animal unnecessarily.
4. A ban on the unnecessary beating, burning, kicking, hitting, poisoning, harmfully neglecting or otherwise mistreating of any animal.
5. A ban on the unnecessary violence towards rats for rat kebabs.
No nasty comments about the Chinese or any other people, please. Not all Chinese are animal abusers...
