Commissioner Silver - Action Required

New Yorkers litter our streets with food-wrappers and, sometimes, entire meals. If they don't like it, they just toss it aside. This is what causes a rat infestation, not those who feed squirrels and pigeons.
Parks were established in NYC in response to the abundance of life present in the area. Animals congregated to the parks and now, they are those animals' homes.
Humans live in the same city as those animals. We who care about life and animals (numbering in the millions) commute to these parks, where animals are seduced to go for their trees and grass. They subsist mainly on food that we give them. They always eat all of their food and, if extra bread is found uneaten, it is because someone gave a few birds a loaf of bread.
If some problem with wildlife is seen in NYC, then punish those PEOPLE responsible for causing a menace. Animals will stay in their parks as long as we continue to visit and feed them out of love of nature. Surely, as the head of the Parks Department, you can understand that?
