Prioritize Chapel Hill High School

We urge the CHCCS School Board to reject the December 2017 Lincoln Center bid, which would therefore preclude extensive renovation of Chapel Hill High in Phase I as proposed in detail to both the County Commissioners and the voters.

In the Orange County Board of Commissioners meeting April 12, 2016 the CHCCS representative (LoFrese) provided detailed bond expenditure plans, including "$52.41 million" for Chapel Hill High in "phase I" of the 2016 Bond referendum. This amount was also widely reported in all local media; Chapel Hill High was sold to the voters as receiving ~72% of all CHCCS bond expenditures in phase I. In all media reporting and emails from Board Members to voters, Chapel Hill High was the major phase I project by dollar amount and scope.

At this County Commissioner meeting, the CHCCS representative reported Chapel Hill High as in "significant disrepair" with "chronic flooding, moisture and mold issues", "inadequate educational spaces", "profound security concerns", "safety issues", and "pervasive ADA issues throughout". Given the number of students at Chapel Hill High will far exceed the future number of students at Lincoln Center, and the current "safety issues" identified by the district itself, we urge the school board follow through on its past representation of how it would spend Phase I bond monies.

Further, the district should consider using temporary trailers, if needed and appropriate, for overcapacity issues.
