Demand people with garages and driveways to stop using public parking on streets

Many homeowners and Renters have access to a garage and driveway but park on the street. It’s unfair for the people who are not fortunate enough to have access which causes many people to not find parking when coming home.
It’s a stretch but give out tickets and other penalties instead of handing out tickets to those who park on the side of the street due to these people.
