Dog on dog attacks

On Sunday the 5th August 2018, my dog (aged 6 years, chihuahua cross jack Russell) was attacked by a japenese Akita in our on back garden. It was on a lead which was not secure, attached to the ground which was pulled out to then break through and get my dog. Also, the Japanese Akita bit my partner on the hand, which now won’t heal properly and has turned into a bump. My partner refused to go and get it looked at because he was more worried about my dog that was fighting for her life in the vet hospital. We had to rush her to the vet hospital where we were told she had a very small chance of making it through.
We got sent home from the vets not knowing whether we were going to ever see mitsy alive again.
We got home and to follow the correct procedures called the police, who then visited the property of the dog owners where they denied all knowledge of the incident. However I had pictures on my phone of the dog being in my garden previously.
The police asked us to the station were we gave an interview after the interview we were then told that the police could not do anything as it was a dog on dog attack.
We then proceeded by calling the dog warden to tell them about the incident, the dog is allowed to stay with its owners but not allowed out the house unless walked anymore.
Before this all happened I have personally noticed, and so have people in the neighbour hood that the dog is always outside, whether it’s the winter which has just gone or the heat wave we have just had. I have never seen them walk the dog, and even up until today that stands. They have children all under the age of 5 living in a house with a dangerous dog that has been neglected.
Out of the whole situation nothing has happened, the police have not dealt with it, the dog warden has not either. There is no justice when it comes to the dog laws.
The owners of the Akita are also refusing to pay. They say that they can’t afford to pay for the bill which has totalled just below 2700 pounds, which may continue to climb higher as there may be bumps along the way for my dog.
My dog is now recovering but she has several very serious injuries. She is very very lucky to be alive.
The dog laws need tightening in order for things like this to be prevented from happening ever again.
The dog needs taking away to an owner that will look after it and treat it right, and may also need behavioural help because of the way it has been treated.
I’m now stuck with debt due to the bill, I have no justice for mitsy. I’m just so happy that she made it through although there is still a long way to go for her.
The law in this area needs reforming as it stands there seems to be a gap where the police and dog warden don’t deal with such a situation. There is also no compensation, or even a chance to get your money back from such a situation which was not your fault.
People who keep such dogs should be told to keep them in a secure place, and if not the dogs should be taken away from them and given to owners who can look after them.
I am a law student who has received a 2:1 degree in law and is currently on her second year of a masters in law and lpc. I can’t even believe that there is nothing to do in this situation.
I am in debt as it is with my student loans... which total to a lot of money. On top of that I’m now less 2700 pounds.
A situation like this hurts peoples lives. Dogs in our country are treated like children not animals. Why is there no justice for them?
