recipient: To get Indiana and all states to put a law in effect to prosecute and stop dogs from living on a chain

I have a huge heart for dogs. Nothing upsets me more than to see a dog on a chain, in a box that is too small for them, a worn circle path that leads them no where. No dog deserves this life. People need to be fined as well as face jail time. If a human were chained up for even an hour?? prison time. I know dogs are not humans but God didn't put them on the ark to be chained their entire life.
