Change Moose Jaw Scraps to benefits cats!

What happen we have a stray cat named Dean-O that we are feeding and looking after who lives under our shed since she was a kitten. Dean-O had given birth to three kittens of her own and was taking good care of them when Scraps was called by a woman who also live in the neighborhood, she claimed that my mother had given permission to let Scraps come in to our yard and take the kitten away. That was a lie we where trying to get there trust like we did with their mother. Scraps trespass into our yard early morning and took the kittens that we named Snow Bell, Snow White, and Midnight. Dean-O the mother cat is heartbroken as she cry out for her babies, with the lost of the kittens Dean-O has taken to sitting in the street not moving even when cars are coming toward her, we have to move her out of the way a few times. If Scraps cares about cats like they say they do then why didn't they care about the pain they did to mother cats. I am concerned that this wasn't the first time that Scraps had trespassed into our yard and taking Dean-O's kittens from her this is the third time. There has been reported by other people of Scraps trespassing in their yard taking kittens without even calling and asking for permission. Scraps doesn't even have a office but just a PO Box, they are selling the kittens they are taking and keeping the profit for Scraps. When we ask to adopt one of the kitten from the second time they trespass, Scraps say that we didn't have claim to them despite the fact that we have been taking care of them since Dean-O brought them to our yard after giving birth to them. What I want to happen for the employees to do there jobs properly and phone and talk to the home owners if they are allowed to come in and take the kitten and even the mother cat to give them care, to make sure that the whole family is adopted by the same time to the same family, for the employees to have a proper background check to make sure they are indeed animal lovers if not let go.
