Simplify Shasta County Regulations for Installing lightweight Internet Services

Get Internet Access to remote areas of Shasta County

Current Shasta County Regulations call for Wireless Telecommunication Providers to file a Use Permit Application in order to install facilities to provide service. Cost to file a Use Permit is approximately $5,000 and the time to process a use permit is approximately 6 months. The only applications that have been processed using these County Regulations historically have been from Cellular Companies.

A Cell tower can service 4000+ customers, and costs an average of $150,000*$200,000 to erect. The average height is over 120 feet tall. Cellphone Companies do NOT provide adequate internet services at reasonable prices in much of rural Shasta County

Small Internet Service Providers wish to erect facilities that will provide service coverage in much smaller areas than what cell towers provide. The time to erect and put facilities into service is less than 14 days. The average cost to build a Small Internet Service Provider Tower is less than $15,000. The height of most facilities is under 120 feet with the average being 40-60 feet. The average # of customers serviced by one such facility is from 2-300 people with the average facility servicing 40-60 customers.

Small Internet Service Providers need to be able to build facilities at a reasonable cost and time-frame to provide high speed Internet services to areas that are inadequately served by existing providers. The current process governing the development of these smaller facilities has requirements that are un-necessary for the scale of facilities that are proposed to build. The process is too costly and time consuming.

There is a Federal mandate that local Governments do everything possible to ease the development of high speed internet services for the general public. This mandate is NOT being served adequately with existing regulations.

The undersigned do hereby petition the Shasta County Board of Supervisors to adopt an amendment to the County code, similar to that attached, that will apply to the development of small scale high speed Internet facilities that will provide service to residents of Shasta County
